My water meters at my multi-family properties (installed by the City) have a feature that tells me if there is a leak; basically, if there is water usage for the previous "x" number of consecutive 15-minute cycles, it shows an icon on the LCD display.

This is ordinary and you shouldn't charge for filling the holes.If the tenant puts up four lag bolts to mount a TV or installs six shelves in their bedroom to display their tea cup collection, that would NOT be ordinary wear-and-tear.CLICK HERE for a great guide with a lot of examples.I have a similar list that I provide tenants, along with instructions on how to clean and return the home.
