He was planning on preparing for a competitive  national entrance exam to a prestigious postgraduate school in a foreign country in the next year.

I've read all the articles I can about 1031 exchanges but nowhere could I find anything on foreigners (non-US persons, non-US citizens, non-US residents, etc.) using a 1031 exchange!

However, they are the ones most likely to be flexible with foreign investors/foreign nationals with US credit history and bank accounts. 

OnlineJobs.ph is one of the best VA portals out there, since their pricing, expertise and English skills are on average the best compared to so many other foreign workers on UpWork, Fiverr etc.. 

I am asking for any advise on how to get started in real estate in the US as a foreigner?
