Bottom line: Baltimore City is not nearly as friendly to an ADU as you would expect for a densely populated urban jurisdiction where many of its political leaders call for increased density, inventory, the end of single family zoning, etc.

We currently have a major shortage of inventory in this area, so it's not really a matter of "where the best place to buy", but more a matter of "can you find a house you like and actually purchase it?".
