Sounds a little strange but that's one reason why portfolio loans differ so greatly.  

I have seen regulators do strange things but if any regulator even proposed expanding their guidance to encompass credit decisions, the pushback even within HUD, not to mention FHFA and the Enterprises because of establishing a very dangerous precedent would be so swift that I doubt anyone would even know of such a proposal before it was quietly killed internally.Even Liz Warren isn't that out of touch. 

It's also very strange that they want you have an accepted offer prior to releasing the financials.

Turned out the owner wasn't aware of this at all (strange).
