Seems odd that it would have taken 10 years to first appear at the auction.

from the purchase price and rent numbers, I'm guessing thus is a new build (less than 15 years old) house in an "A" neighborhood.so, with the young age of the house plus the renovation, it is likely that maintenance will be very minimal.I'm guessing the odds are good that the tenant will be higher quality.

Why any information about garages would appear in a resale certificate is odd -- that is beyond the scope of a typical cert. 

It seams odd that there are lots of properties that are priced below market value and not sold in one year. 

Especially if you plan to owner occupy.P.S. when running a background check, make sure to look at real property for prospective tenants, the previous owner thought that is was odd they owned property a few blocks away(a duplex).
