With $100,000 cash in hand, the property will be more like in the 400K price point if he were to put 20% down, leaving 20K for closing cost and emergency $.At the current interest rate and RE market is it possible to make 1K after monthly payment?

I just bought it in the fall and am trying to complete a bunch of modifications during off-season (e.g. metal roof, certain safety features, treating the deck, possibly updating the fire pit area, etc). 

Are they doing everything possible to expose properties to the broadest possible market?

Is it worth doing any work to it as an "owner", possibly me going the property management way, or just stepping away from it entirely until the deed transfer?

getting cash flowing rentals in those states is certainly possible, but much, much more difficult than advertised.
