In Colorado, it is 3 years and you get a Treasurer's Deed and a non-marketable (for 7 years) title so in this state you can sell it as-is or file a quiet title.

Usually the tax defaulted land sales are done through the county, more specifically the county tax collector or treasurer.

If I were you I would start by going down to your local municipality or treasure's office and just ask if they have a list of properties that weren't bought at auction.
