first tenant is usually free.. its subsequent years.. not many pm's I know release for free most have leasing agents they have to pay a commish too.. which most owners don't realize 

Tell them when they ask that you do not release the reason for rejecting simply that they did not meet their screen criteria.Many times applicants are rejected due to appearance, attitude, upkeep of personal vehicle etc.

You never give reasons or details and if questioned you simply state that you do not release that information.Unless your state regulations state otherwise they are not entitled to know and to protect yourself legally you never say anything to rejected applicants.
