Also be careful of lowballing too much. you could not only get a blatant no with no wiggle room, but if the seller/selling agent know a lot of people, this could hurt your reputation in the area.

It's blatantly obvious to me that they have lied on the disclosure.

The Chinese are blatant currency manipulators, and will never have more than a shred of world reserves for that reason alone.

Basically, if they are "materially damaging" the property or blatantly violating a specific term of the lease (such as if the lease says no drug use but they are using the property for regular drug parties for the entire neighborhood). 

They offer pre-sales education and may try to ask questions if it very blatantly looks like you are trying to do something that would be a self-dealing or prohibited transaction, but they by rule and by their contracts do not provide tax, legal or investment advice.An advisor is going to be much more accessible and knowledgeable.   

Unless they had a reason they didn't move it for 45 minutes, (like injury or a health issue that happened after I asked) it's just blatant disrespect IMO.

I'm playing devils advocate here but there is still a chance that's just the blatant lie he was sold so he didn't bother contacting the "tenant".
