Hi all,1) How do you factor weather in looking at different markets? 

Prime rate is a tool the Fed manipulates based on their forecast for inflation and where it is headed.

It keeps it out of the weather and you can lock it up to keep tenants out of it if need be. 

Appreciation prediction is difficult.   3) the index states it takes into account long term appreciation but was not clear if this was a forecast forward or a look backwards.  

We have a great quality of life to median income levels, and weather.
