I think monitoring it is good for now and once it becomes an issue if it does then take action.

If you want to monitor or control it from anywhere you will need to add wifi either from the tenant or as a service to the duplex.

You need to have someone monitor the people powered boats being present on check in and check out because they can disappear.  

I would just monitor the situation and check in from time to time.
