If this is in a low income neighborhood than don't do this but in the suburbs most neighbors will choose the path of least resistance and just not let their dog poop on your property anymore.

Yes work with them since it will be the path of least resistance, but sure as hell point out to them that they were dishonest with you and that they should have either moved to a place willing to do their dates or planned for alternative housing once the lease they signed was up.  

The professional installers are good judges of the differences... they look for ease of installation, how well the edges fit together, how well the edges hold up, quality of product, final look, and number of "call backs" they get from the customer.Some products are 100% water proof, some are water resistant.

IMO, I'd go with an indoor slip resistant Porcelain Floor Tile.

It's affordable without looking cheap, it is antimicrobial and resistant to mold/mildew, and it's completely waterproof. 

You can always sell it in one, five, ten years down the road if the equity you could unlock is hard to resist.
