Scott back into worse case scenario .. and if things go as easy and as fast you probably make significant upside.In ORegon back in the 90s I could buy a 20 acre tract get it approved for 100 homes in 90 days and be building it in 150.. now as I state this takes 18 months at minimum and 150k up front in risk capital.

(Note 1) I couldn't find a match to indexed descriptions, which most likely means the parcel was subdivided (e.g. description says 29.035 ACRES and becomes 1A lots) or combined (e.g. 2 TRACTS becomes 10.65 ACRES)
