Thank you @Jon Holdman I actually have already spoken with the city of Miami code enforcement prior to purchasing and explained everything to understand my options and they were very adamant that if I reported them after buying as the new owner it would affect them and not me.

I shot back a response rather quickly with my suggestions, however Ive personally found them to be more lip service than action... although I was pretty adamant 6-8 weeks ago that they were missing the boat by not having this feature.No idea on their plans, and they dont seem to share lots on their site either.

@Adam Webb Without knowing the details of your market, if there is such a wide disparity, you are better engaging in a simple arbitrage trade (as you've pointed out) and buying duplexes all day long.

@Adam Schneider - the other issue I have had in the past that I'm trying to mitigate is a situation where once in escrow and post-DD, the appraisals came in substantially below the purchase price (poor comps if you ask me!)
