Explanation: The FTC did in fact initiate a program known as “Operation Clean Sweepâ€.

In fact, after reading your explanation and ideas, I could even be on board with you.

However I think it could have been avoided if there was communication with some explanation and clear plan forward at the time.

If the existing lease does not have the language in it that allows for that kind of extra expense (which is probably unusual) that makes a tenant partially or fully responsible with explanation to the new tenants responsiblility for that type of expense for air conditioning that is unusual unless common in that area and might be discovered during the research period on the subject property and uncovered then. 

If he has a plausible explanation, fine.

We've actually seen traders that blow up deals and the only explanation is that if they get rid of all their assets, they're causing their jobs to disappear.
