I was the first builder in Charleston SC 7 years ago to cross the tracts and build new construction in neighborhood that was basically all black. 

I've found that a deep dive into the neighborhood or suburb, usually down to the census tract level, will give you the best indication of the caliber of the specific area.

You are saying that even if we find a rural tract that has well water, it will need to be tested regularly at great expense?

A mansion is not comped against a tract home.

In his case he puts large tracts of land under contract in a good area, finds a large national builder that will takedown the developed lots (so he has a pretty solid deal before a dime is spent), then proceeds to engineering, rezoning, etc.. and immediately sells the developed lots once completed.  

One tract of 2005 built houses might be inching towards 80% renters while another might be 80% owners.To the OP: if you want to retire in Las Vegas, right now would be a great time to acquire the house you want to retire in.
