We will be having an inspector check out the core stuff just to make sure there's nothing way off. 

Having myself been a renter, a home owner, and a landlord, I understand the insurance issue, but a pet who is well behaved should not cause a person to lose their living situation.

Place “We Buy houses” flyers/business cards at unemployment offices….a lot of people there could be having trouble with their homes and may need a solution 7.

And I'd meet the dog myself, just to make sure it's well behaved. 

POSSIBLY he's just a great business owner who has decided to try to solve staffing issues by providing housing for his workers,however he's also behaving exactly like he would need to in order to house illegal/trafficked workers too.

Both boroughs have many micro markets and each one is behaving differently.

We are back to a more normal nationwide market meaning some geographical markets are behaving differently than others.  

@Al Phillips If i were to buy it I would approach the tenants and say instead of raising rent you will be having them move the gas bill into their names.

I went on one of these appointments recently, and the kids seemed to be well behaved, nice & respectful.
