Those that use PM's have pointed out that there is a cost factor of also having to manage your PM as well - following up behind them, making sure they are doing what they are supposed to be doing, etc.Hope it helps!

I am having trouble following you can always send the money to an insurance company. 

The meeting minutes and agendas are public record but unless you attend every meeting and hear all the public comments it's very hard to actually follow along.
