If you really want to move somewhere for real estate, I'd move somewhere that is less mature in the expansion cycle so you have more time to do more stuff and for better returns.However, I don't know that I recommend moving somewhere just because you want to invest there.

I read up that the conversion to one's garage does not need permit as long as it's internal, and no expansion.
