Well, said tiki torch fell over and caught the fence on fire.Luckily our old neighbor was woken up by the burning of the fence and was able to douse out the fire with a water hose.Between the burned planters and the burned fence. 

If your water heater is a sufficient size, likely one of the two elements is burned out.
