I know Oregon is low simply because of the Columbia basin and all the hydro.. that's why there used to be so many aluminum manufactures and my daughter works at Intel and its one reason they built their 10 b fab plant and looks like they are going to start another 10 b one.. that company almost single handedly keeps Oregon viable.

The property was fairly run down, i.e. overgrown yard, the occupied unit has window coverings consisting of aluminum foil and/or bed sheets/blankets, additionally, there is work that could certainly improve the unit, although the tenants expressed no concerns to previous owner or to me when I took over.

I have redone the landscaping, trimmed trees and bushes, upgraded the swamp coolers to HVAC dual-pack units, upgraded single pane aluminum windows to dual pane, and removed carpet in place of laminate flooring.

DAP also makes a clear elastromeric sealant that is available at the big boxes which can be used  in a pinch.....we just prefer the other.Don't let roofers use plastic boots....you have to check them on this....use the aluminum based boots for a longer solution and run a bead of sealant around the upper edge of the rubber grommet that seals against the vent pipe.
