Granted, apartment dwelling is not a SFR and I would agree that one is more suited to pets, but it's just nature that renting to anyone that is legally descriminated against by others (smokers, pets, whatever) will attract those simply through supply and demand.And, no, it won't be a flood of applicants, unless you advertise "pedophiles and drug dealers ok!"

They are “outdoor” smokers.

I've had to remediate 6 places of smoke smell and it definitely is time consuming, difficult and expensive.Haven't allowed smokers in a while, but now I know how much of a deposit to retain: $5200 baby!

Ban smokers and pets.Have a roommate agreement with things like: parties, overnight guests, no drugs, no smokers, when rent is due and late fees, etc.Put in the lease how much notice they have to give you to leave, like 30 days.

Is that enough to evict the pot smokers?

I have a no smoking policy, but rent to several smokers who just smoke outside.Lack of rental references is also a problem.

Do not under any circumstances rent to a smoker. 

Guy is ready to move in on completion, full ask, full deposit, no pets, no smokers.

He has good income, no evictions, quiet and a non-smoker (he also didn’t smell like smoke and also didn’t smell like an overload of cologne in hopes of masking the smell) So day one he moves in, looks like his girlfriend his helping him move in.
