They seem to find a ton of discretionary violations on the non-conforming units, but pass them.It is already difficult to park on-street in many areas, this will only make it worse, but maybe millennials not owning cars will even it out.

I think there is a lot of potential in the area given the reasons you've already listed, location (close to the freeway and SF), millennial's rental preference, proximity to public transportation, etc.
