I am not sure if your rental falls in its required "census tract" but you can look it up as an alternative to Section 8. 

I suppose if you closed the entire tract under one loan, you wouldn't have any issues.

If you look at data and census tracts there has been ZERO growth in SE Michigan since the late 80s in terms of people so all your neighborhoods are being propped up by people leaving Detroit(rearranging deck chairs).
