I cannot fathom having a MTR that required the family we are hosting to setup their own utilities. 

We are General Contractors and part of why my cost for the conversion is so low is because we have the resources to pay at cost and the property is located in a county with lower labor costs than other parts of California.

In Portland for example we are not allowed to increase rent more than once in 12 months, and it must be less than 10% increase in "effective rent".

While none of these options allow for immediate cash flow on the property (we are on the northern CA coast) the ARMS would allow us to break even.
