Oil tank was filled with solid concrete slurry, kept under ground and properly decommissioned.Oil tank cannot be removed because; oil tank removal might cause structure damage to the house.

We owned a 2 bed 1 bath that we purchased in 2006 and shortly after buying it we learned from the city records that the 200 SF bonus room was not a legal addition and the walls were basically poorly mortared cinder block on a concrete floor that was covered up with drywall to make it appear like a finished space.

I don't know if this is true for other counties (and I'm sure it varies even more in other states) but at least in Ada County ID it looks like the Tax Deeds are all recorded for the county in March. 

We even downgraded some things (concrete floors, rather than doing actual flooring) and saved money on things like that.

One of my subs does anything concrete, including stain, epoxy, etc.

You are off to a good start with learning the process but the best way to stay off the sidelines is to start engaging with real people to take concrete steps towards a purchase (such as a lender)

I am planing for a new basement renovation like 2 bedroom full bathroom, Kitchen and concrete stair exit from side.

You have a big leg up on a buyer that wants to live there and needs concrete answers.
