That said, with today's rates, every increment of extra mortgage is way costlier than it was four years ago during the sub-3%-rate Covid days. 

I know that the west coast has lower cash flow with the higher prices, but seems like you are in a good spot if you can maintain that average.My state doesn't have state income taxes, what a blessing! 

Where you fall in that range will be dictated by bedroom count per unit and the quality of the area/building itself.

After all, you have no evidence they agreed to pay rent or any of the other terms.

A hands-off garage conversion ADU is over $100, even doing much of the work yourself, it will be much more expensive than your estimate.Single ADU additions in single family zoned areas are typically one of the worse re investments.
