Every city has different requirements, I would contact the city directly, there's likely a division or department listed on the letter.

Lastly, if you represent yourself, be prepared to block out several days for court appearances, no matter if the tenant shows up or not. 

Recently, another tenant reported it to the City, and I received a code enforcement letter requiring a permit for the HVAC.
