Give notice to unit you want to rehab first that your not renewing their lease effective xxx date, and rent increase as $$$ until then also.I'd keep them all on month to month.Get the units up to what you want for improvements as fast as possible and raise rent to market levels.The fact that one of the current tenants improved his unit just makes his rent increase more likely not your problem if he did his own work at this point you weren't the owner then.. if his apt is more market worthy of higher rent, raise it where it should be..
