I can say though that wanting to come live here is a great idea, it is such a vibrant and fun culture. 

If I vet a prospective tenant and find out that they have paid late in the past, let alone were a "habitual late payer" I would rule them out.BTW, Landscapers, home improvement, plumbers, electricians, fencing companies...

Removing a disposal from a family that has been used to a disposal can lead you to even more costly plumbing issues as they stuff food and junk down the new drain, plugging up the pipes.We are habitual animals.

Two things you can never be lenient on IMO is destruction of the property and habitual late rent.
