Not sure how you have decided up front of what it will sell for at auction vs what it will sell for privately.I think your next step is to figure out auction date, then go to title company and let them tell you who needs to sign your purchase agreement.

Hello,I have two questions regarding Buyer Representation Agreements:1) If I signed a Representation Agreement with a Buyer's Agent for a specific county, and I toured a property within that county without the Buyer's Agent, but rather with the Seller's Agent of the property, is my Buyer's Agent entitled to commission on this property that he did not show me?

So my read would be is that no matter when and how long ago your tenants signed the lease if they got a 6 years old or younger kid living with them you must do the testing.

Yes, get the owner to sign the PSA at the as is value, approach the bank as the potential buyer and would want the bank to finance the works - (you will need to get a full estimate of works to be done, comparables, and income projections etc.)

As a solar salesperson I generally avoid wasting time talking to tenants because they can't sign a contract for solar on a house they don't own, and usually the owner can't claim the tax credit on a rental property.
