@Assad Oskuei my experience has been that the city really doesn't like approving permits for finishing basements if it looks like someone's going to try to add an illegal unit there.It could be that the unit would be illegal because the property already has the maximum number of units allowed (or grandfathered in).

I don’t personally ever operate illegal units because if something were to go wrong and you have illegal units you’re going to have an issue.
