So in my area, municipalities  are trying to keep land undeveloped thus kept as open space - they buy the development rights and the deed is restricted from development; that could mean development is limited to some small section or completely prevented.

@Bob B. the HOA stated that, since there are only 4 units, they like to keep the fees low in order to prevent unneeded funds from sitting around.
