We hold open houses a couple of times each week until we have a signed lease.  We process all applications in real time.  The first applicant to make it through process successfully is offered the unit.  When we get to the point where an applicant meets our criteria and we have made an appointment to make an offer of tenancy, we inform every person that inquires about our vacancy that we have an applicant that meets the criteria for tenancy but we haven't made the offer yet.  That way they can decide whether or not to make application.

When researching a MF to purchase to manage and hold, it is helpful to structure the mortgage in a way that you will have positive Cashflow month over month including mortgage and taxes in addition to operating expenses.  You may need to put more than 20% down.

Have you considered purchasing a small multiplex from a wholesaler? Lately in the Seattle area, properties like this appear to be priced to cash flow, although most require additional rehab.

It might be worthwhile to focus on FSBOs that come off the market without selling. Those property owners might be more willing to talk with you about other creative ways to sell their property.
