@Ann Bellamy,  Great detail reply!   Being from the South, Cooling is as important as heating.

I have a son-in-law in San Francisco and has rehabed a a place in Pacific Heights.  Absolutely no allowance even for AC.  But top-end heating is a gas heated water system to under floor heating.  A truly fantastic comfortable way to heat a home!

To understand the local HVAC check what the norm for your area is!

@Jose Castillo, Like most questions, IT DEPENDS...

But for HVAC it really depends on where the home is!   In the South  Heat pumps rule except where the home is on natural gas, then electric freon Air and gas heat might be better.  In your climate in Mass, ...

@Tomer O.  I think the IRS would rather you use the purchase price and the few items that they allow you to add from your closing costs.  You can deduct  the percentage land value from your calculation or if close (and in your favor) perhaps the counties land value as given. Thei would be if it your opinion that the difference between you purchase price and the county value is do to the home appreciation and not lad appreciation.  Just be ready to defend your rational if needed.

The 20k total assessment is a means that your county uses to get good bond rating.  They can say we use only 25% of the real property value as a basis for applylng or milage (tax) rate to collect taxes.
