Having trouble getting any quotes for a low value SFR (<100k), any leads appreciated

No I'm talking about the taxes for the subsequent years

So I won a certificate in 2018 that had no outstanding liens.  The owner didn't pay the taxes and hasn't paid for this year so I went to the bidding site to bid on the certificate for this year but it is unavailable.  Does anyone know why it wouldn't be available if the taxes haven't been paid?  Should I just go ahead and pay the taxes (it's like $100), because I'll have to pay them eventually anyway?
