I have two siblings willing to sell me their property. We have contact with the third sibling but he is unwilling to sell. Is it possible to do quite title in this situation?

No. A quiet title action is not to extinguish legitimate ownership interests. It's intended for mistakes, errors, clouds, liens that have been/ should have been extinguished by other legal actions (ie. tax deed auction), etc
