For several weeks I have been surfing the internet and CAL state agency’s to understand in lay terms, the SAFE Act. Most just don’t get it! I don’t want to become a loan broker and take the 20 hour class.
Just tell me what is safe and what is not safe. LOL
I just found an attorney on line that speaks English [Not lawyer talk] and understands the S.A.F.E. Act.
Maybe owner finance is not in the sewer after all because there are several good EXCEPTIONS.

There are 1450 hits for "SAFE Act" on this site, well over 100 with "safe act" and 'exempt' or 'exemption'. I think the reason noone has replied to your post is that people have pretty much figured it out. Between a person's state law and a state's commissioner of banks, most investors can figure out where they stand without paying for or listening to an attorney.

Many states like mine allow up to X seller financing transactions, which is appropriate for people like me not "in the business" that want to seller finance.
