Looking at a four plex investment

Hello, I'm looking to build a 4plex on a lot that I own(free and clear). I'm in the tier one at the moment before the new regulations take place March/April.  I also don't have a lot of money to put down. 

I've seen the FHA loan with 3.5% would be my best bet.

Any thoughts or suggestions about going a different route?
