Cheaper than stick built options

I have some lots I can get at a very cheap price and want to put something on these. Stick built is too prucey based on economic situations in the area. My problem is the code will not allow for any modular options "houses with chassis"  I want to gather a bunch of options and present them to see if we can get a variance or maybe a code change. Any help would be great.
