Concrete floor care

Hello! We are going through the process of buying a property and it has concrete floors- there are areas of wear and tear that have caused black marks and smudges(for lack of better term) on the floor- any ideas on the causes and recommendations on fixing?

There are a lot of products for refinishing concrete surfaces. Take photos of the surface to Lowes or Home Depot. I've used:
