Underwater Program

I spoke to a VC today regarding investment capital for my real estate investment company. The VC told me he was not interested in real estate investment in Michigan at this time, due to the risk. That's fine, but he recommended I work with the US Gov't. I asked what he meant by that and he referred to the new program for "under water" loans.

How do you suppose you can benefit from underwater mortgages?
