outdoor cellular security camera?

Hello, 

I have a small self storage in Vermont that recently experienced some theft - thieves cut off tenant locks, went in units and then put another lock on to disguise the disturbance. 

Many of our storage facilities have fences, gates and residential managers. These are not currently options at the site in questions. We have advised tenants to use disk locks as these are harder to cut. 

Any recommendations for cameras that go over cellular lines? Is this possible or it it too much data? I saw Simplisafe has indoor cameras. 

Recommendations appreciated.
