(Need help) How do i find new deals?

Hey everyone-

So lately I've been in talks with an aggressive real estate investor/developer who has been telling me about an opportunity to join forces with his co. He wants me to be be in charge of "new land/property etc acquisition in specific areas where for example we can spend 300k on a property or piece of land, put in 300k build a big beautiful home and sell for 900k+ ". Being a real estate broker and marketer for many years ive done many different things- my question really comes down to what is the best way to find sellers that are NOT on the market? obviously we want distressed property, tear downs and whatever else i can get without having to go to the MLS. He asked me to come up with a plan, and other than "tired landlords, absentee owners, what other ways can i find deals? He will give me a marketing budget to work with. So if YOU had 20k and the goal of getting as many new good deals as possible, what would your plan be?

if you can share how you would go about finding deals that are NOT on the MLS/auction id really appreciate it.
