How to get paid by the government for senior housing

A while back there was a guest on the podcast who started purchasing single-family homes and housing senior citizens. Each room would bring in $5k plus in income. This is a very creative real estate strategy and I have investors interested in such deals. I'm looking to see how to get the government to pay those rents without being licensed through HUD if that's possible. If anyone knows how to start this from soup to nuts it would save me an enormous amount of time.
