Is it Legal To Wholesale Without Being an Real Agent in PA

Hi I am a beginner looking to get into real estate,but like most beginner I have alot of questions like everybody.My main question is about wholesaling. I have read and seen in many other forums that it may or may not be illegal to wholesale.My question is is wholesaling real estate without having your real estate license or being a real estate broker legal in the state of Pennsylvania. Most investors just starting off say that wholesaling is the best option for someone new to real estate investing,cause it doesn't require you to have credit and little to no money to do so.
