Problems finding the owner's address in a non-occupied home

My business partner and I are having trouble finding the owner's mailing address for his vacant home in San Bernardino County. Although it is very distressed, it really shows promise in the middle of a quiet neighborhood. I've tried several county records and tax assessor's links, but keep on running into this : Protected per CA Govt. Code Sect. 6254.21. 

Any suggestions on how I could find it?
