How to Garnish wages from an IRS Employee?

We evicted a tenant who is employed by the IRS.  Got the eviction and the judgement.  The only reason we tried to get the judgement is because of her job with the IRS, we figured it would be easy.  However, it has been near impossible to contact anyone who can help us. If anyone has any experience with this some direction would be greatly appreciated.

It needs to go through the Office of Personnel and Management
