Help - - Winter Storm Coming!!!

Good morning fellow members!

I live in Indiana where the weathermen are predicting a blizzard (hopefully they are wrong as usual!).  I was wanting to get your opinion on what a landlords responsibility is during a winter storm.  All of my tenants are responsible for maintaining the yard and drive (mowing, snow removal etc).  Some of my concerns/questions are as follows:   

*  Do I provide Ice Melt and Shovels?

* If they lose power, do I provide kerosene heaters or is that too much of a liability?  If not, are there any suggestions on how to keep the pipes from freezing?  We have already told them to make sure they leave a water drip and to keep the cabinets open.  

I appreciate everyone's thoughts and suggestions!
