Water in Basement neighbor building

I'm getting water in basement in one of my properties built in 57. I have house hacked this property and plan was to move out in a couple months. However, there use to be a piece of land to the north of me that no one has ever built on. Myself and everyone in the neighborhood thought it was "wetlands" and could never really be built on. Last year someone broke group and now I'm getting neighbor!

I was in the process of renovating this house so I can rent it out and house hack my next deal. While I was renovating the upstairs. I spent majority of my time down stairs in the basement (2 years +). Its where I keep my storage and majority of my tools. However, it became where I kept my clothing and other stuff while renovating upstairs. During that time and before hand I have never experienced any water in my basement.

Since the neighbor broke ground closer to my house I'm now getting water every time it rains a bit and for days after. The water oozes up from the ground.

After doing some research it looked as if I have a down spout that may be going to his land that was pinched. We cut that pipe and ran a new pipe and it didn't help.

There is also a curtain drain or French drain system installed that just uses gravity to discharge the water. I believe that line is buried some where on his property as well. I cant be positive on that. All this was done before I purchased the house, and way before they started building.

Do I have any power to do anything or am I just going to have to bite the bullet and pay someone to come and fix it? Is there any legal course of action I can take and would it even be worth it? I have called the town building department and wetland department and I haven't heard anything promising. I believe the town engineer is going to go out there today.
